Turning on loot respawning would not allow propane tanks to respawn in grills. It would be as if the loot in a car trunk would respawn, which doesnt happen. I dont think you can mod in respawns for individual items, the best solution there would be editing the game files/modding to increase the spawn rate itself.
I believe dismantling most metal objects does not cost fuel but dismantling wreaked cars and building / barricading does.
