Workers assigned to the shed will still travel to fields outside of the efficiency area. I have trees in my village pretty far from the shed, and they do eventually get harvested. You don't assign villagers to the fields, you assign villagers to the farm shed. The only way to not have farm workers doing field work is don't build farm sheds.
