I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.

It is the opposite for me. Phoenix has never had even one enclave plasma mod in the hundreds of times I've visited. I have 3 or more of every mod other than the flamer barrels, which all came from the watoga station vendor. For whatever reason, he has never dropped a flamer mod. I haven't found any other vendor who carries enclave plasma mods.

Yup, the important things on dropped enclave rifles is the reflex sight and the stabilized stock. After that, you enter different markets. Some people like the automatic barrel, some people like the splitter barrel, but most like the flamer barrel, and if they are very choosy and don’t want the stabilized flamer, they can cough up the 30k caps and get the mod.
