Vanilla attempts to send Sims to fill the lot once your Sim is there, so on a certain level this functionality already exists. This mod increases the number of service Sims so more Sims are available to be in public spaces and will teleport them there, so instead of the 5-10 Sims you'd usually get at a lot you can have upwards of 20 reliably.

There's also the birds and the bees mod which makes for more realistic reactions when it comes to family planning.
