Not sure if that bike has a carburetor or not but there could be some crap in the carb bowl. I would drain and remove the tank and clean it thorough. Clean out the fuel filter. Make sure fuel line is clear. Take of the carb bowl, at least. I might even disassemble and clean the entire carb while I’m at it. 1.

Common issue i had when i first got my 1300 was I would shift too fast and be in 5th in city and bike would lug the engine.
