Yes its still playable. For me i hardly find hacked lobbies myself. I do see modded psn names and levels (the green box one) but nobody at least for me has just went all out hacking. I may be mistaken, but if it's a Steamworks title (which I think it may be, but I could be wrong) you wouldn't be able to play offline regardless.
