I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me.

Really an easy win because the car is super fast and grippy, but primarily because of the fuel consumption - didn't even have to pit once.

Pre 1.31 tunes might still be better than stock un-tuned cars but the numbers will always be out. Stick with post 1.31 tunes. There’s an 800pp tune for this car.
