I usually path though those on my way to the large warehouse after I spawn in Muldraugh. Started apoc on Riverside (new world) and found 3 Generator manuals on day 5 but no saw. If you want to start with the ability to use generators always, pick "Electrician" occupation. If you also pick lucky trait you are basically guaranteed to get the book in starting town somewhere. Always use lucky trait.
