Yes it can degrade. I have seen cameras send pictures with moderate, but may not send all the time. It's like a scale. There are varying degrees of each category. You might have a strong signal, but it might be on the weaker side of strong or vise versa for example.

I shut it off and put it back on set up mode and once it found a signal I hit the OK button and it took the pic and sent it. Turned it back to on and same issue, no more pics.
