Doing all that and it seemed to be fixed.... for 10 minutes. Then the wipers come back on and the signal lights don't work (high beams are still working), so I'm guessing it's not the actual stick on the steering column. Dash lights and gauges are working properly now and seem to stay on. Also, the squealing is gone.
