There's a check valve at the water heater, usually on the hot output connection. If that check valve sticks open, water can flow backward into the tank even when bypassed. Locating the water heater outside is easy. Access inside sometimes is less obvious. You can start by locating the water heater outside and poking around inside to try and find the valves.
