Extreme bond primer is supposed to be used for adhesion promoting purposes only. 1 thin coat is sufficient. 2 coats is over kill. You get your coverage from your top coat. Not a bonding primer. Extreme bond was applied too thick. Supposed to be one thin coat to promote adhesion not cover.
