Seems you need to use the stone weapons you crafted in prior steps to get it to work, that’s how I fixed it myself since I tried using my own and it didn’t work. I did it once on singleplayer for a testrun and most steps worked fine, but i restarted my singleplayer and now the "Kill enemy with" steps dont complete either, even restarted the ... Its silly, but yes you need to use the mask to get the update. It seems to trigger as soon as you wear the mask during a sand storm, even if you wear it just for a second and only in the storm for a second. Use your sandstorm mask next time. That worked for me. Ya beat me to the punch Natjur.
