The Clearblue Digital "high" is based on estrogen and it's saying your estrogen has risen above the baseline set at the beginning of your cycle. It's saying a follicle is maturing. The strips are measuring luteinizing hormone which doesn't typically tend to spike until relatively soon before ovulation.
