I fixed it. If u have ok internet speeds. In vortex click the purge mods button (top toolbar) uninstall the game and delete the script extender. Reinstall start a new game make a save. Then try to add it to vortex again. When u install skyrim put it anywhere but program files folder. Make a folder if u like.

It is true that Vortex had issues with BG3 (emphasis on the past tense here) - because it could not properly operate on the game's modsettings file. Look ingo BG3 mod Loader instead, Vortex has issues with it at current performing the correct mod checksum report and even though it helps keep your mods up to date which is awesome it has a few issues.
